Professor Jikun Huang, Director of CCAP, Led a Pretest Survey in Henan Province to Investigate Irrigation Districts and Adaptations to Climate Change

During 6-8 of August, 2013, Professor Jikun Huang, Director of CCAP, led a team to visit People's Victory irrigation district and Qunku irrigation district in Xinxiang Prefecture, Henan Province. The field work was to investigate climate change and cost & benefit of various adaptation measures taken by different stakeholders in Irrigation Districts (ID). The participants included Professor Jinxia Wang, Dr. Xiangping Jia and Ph. D. candidate Tianhe Sun from CCAP, Dr. Chenguang Xu from College of Resource and Environment in North China University of Water Conservancy and Hydropower, and Dr. Yazhen Gong from College of Environment in Renmin University of China.The project was funded by the national key research project (973 climate change special project) on "Impact of Climate Change on the Socio-economic Systems and the Adaptation Strategies" and the IDRC project on "Water Resources and Adaptation to Climate Change in North China Plain and Poyang Lake Region in China". The main objective of the survey was to investigate climate change and cost & benefit of various adaptations for multiple stakeholders under the ID system. Jikun Huang and the survey team started the survey by firstly discussing with the managing officials of People's Victory irrigation district and Qunku irrigation district respectively, including the infrastructure, institutional settings, personnels, cost & benefit of adaptations, irrigation management system, Water User Association (WUA), and disaster warning system etc. The team also visited the main pivotal projects and the supporting canal system.
To get the local knowledge of the cost & benefits of adaptions at community level, the team visited Jiahe Village (Huojia County) and Tulou Village (Hui County) where the secondary and tertiary canal of People's Victory irrigation district and Qunku irrigation district flow through. In the villages, the team communicated with the village leaders and leaders of WUA to understand local labor employment, crop production, canal construction, water fee, operation of WUA, and farmers' response measures to drought and flood, etc. Finally, the team visited the secondary canal (submain) and tertiary canal (lateral), and field ditch in these villages.
